Contracting Procedures:

The Suffolk County Office of Central Procurement handles all purchasing for Suffolk County, including Suffolk County Transit. The Office of Central Procurement ensures that goods and services are acquired efficiently, transparently, and in line with County policies.

Contract award for commodities and public work is made to the lowest responsive and responsible bidder.

Contracts for consultant and personal services, and contracts for goods and services not required to be procured by competitive bidding are solicited through use of a Request for Proposal (RFP). For RFPs, award of contract will be made in the best interest of the County, taking into consideration cost as well as technical or other non-cost factors.

Disadvantage Business Enterprise (DBE) Goal:

Suffolk County has formulated its Disadvantaged Business Enterprise (DBE) goal for United States Department of Transportation (USDOT) assisted projects for Federal Fiscal Years (FFY) beginning October 1, 2025 and ending September 30, 2028. The County’s proposed overall DBE participation goal for FFY 2025-2028 is 10.77% of the Federal financial assistance it will expend in FTA/ USDOT-assisted contracts, exclusive of FTA funds to be used for the purchase of transit vehicles.
